This is the sixty-third dispatch and the Phase 5 opener. The institutional procurement deep-dive closing dispatch signposted the Phase 5 transition from synthesis production to operator ground-truth feedback integration. This dispatch establishes the framework that operationalises the transition.

The Phase 4 corpus reached comprehensive coverage of operator-actionable artefacts spanning framework + per-pillar evaluation toolkits + per-archetype RFP templates + vendor evidence library + institutional procurement deep-dive. Producing additional synthesis without integrating operator-side application reality produces diminishing returns. Phase 5 pivots the production model from synthesis-driven to feedback-driven: dispatches respond to accumulated operator ground-truth signal rather than to synthesis-completeness milestones.

Mechanism 2: Vendor evidence library entry refinement signal

Each vendor evidence library entry closes with operator-side evaluation guidance. Operators applying the guidance to actual vendor procurement provide ground-truth feedback including:

  • Per-archetype fit accuracy (where vendor performed differently than library entry suggested)
  • M&A signal accuracy (where vendor positioning shifted differently than library entry tracked)
  • Pricing structure reality (where vendor actual pricing diverged from library entry’s universal dimension positioning)

Phase 5 refinement cadence varies by artefact type:

  • RFP scoring framework opener: Refinement triggered by accumulated signal across multiple per-pillar toolkits suggesting universal dimensions need adjustment. Expected cadence: every 18-24 months.
  • Per-pillar evaluation toolkits: Refinement triggered by either vendor positioning shifts within pillar (M&A, regulatory positioning, capability gaps surfacing in operator feedback) or by accumulated operator feedback on questionnaire/demo/integration testing protocol gaps. Expected cadence: every 12-18 months per toolkit with continuous minor adjustments.
  • Per-archetype RFP templates: Refinement triggered by per-archetype dispatch refresh (synthesised updates to the underlying archetype framing) or by accumulated operator template adaptation signal. Expected cadence: every 12-18 months per template.

The Phase 4 artefacts form an interconnected framework where adjustments to one artefact propagate to others. Phase 5 framework version control operationalises propagation:

Version control structure

  • Major version (v1.0, v2.0): Triggered by structural changes to the three-layer RFP scoring framework (universal dimensions revised; per-pillar dimension structure revised; per-archetype customisation methodology revised). Major versions propagate refresh across all per-pillar toolkits + per-archetype templates.
  • Minor version (v1.1, v1.2): Triggered by per-pillar or per-archetype adjustments without structural framework change. Minor versions propagate refresh within the affected pillar or archetype only.
  • Patch version (v1.0.1, v1.0.2): Triggered by vendor evidence library entry refinements or per-dispatch editorial corrections. Patches do not propagate beyond the specific artefact.

The Phase 4 framework is at v1.0 as of dispatch #63 (this dispatch). Phase 5 production cycles will version subsequent updates explicitly.

Version propagation tracking

Future Phase 5 dispatches will track version propagation explicitly, with each refresh dispatch identifying:

  • The artefact being refreshed and its version transition
  • The propagation scope (which other artefacts are affected)
  • The operator-side migration guidance for operators applying prior versions to active procurement processes

Feedback types and trigger thresholds for updates

Phase 5 updates are triggered by specific feedback signal thresholds:

Trigger 1: Vendor positioning shift

A specific vendor’s positioning shifts materially (M&A close, regulatory enforcement, capability gap, segment exit). Update trigger: vendor evidence library entry patch refresh; if shift affects per-pillar toolkit positioning, minor version pillar toolkit refresh.

Trigger 2: Operator feedback accumulation per artefact

Five or more operator feedback signals on the same artefact dimension within 6 months. Update trigger: artefact-level minor version refresh.

Trigger 3: Per-pillar regulatory positioning shift

A regulatory framework shift affects pillar-level procurement (e.g. MiCAR Title VI technical standards finalisation, FCA prop firm consultation outcome, CySEC enforcement positioning shift). Update trigger: per-pillar toolkit minor version refresh + per-archetype RFP template minor version refresh for affected archetypes.

Trigger 4: New archetype emergence signal

Three or more operators outside the eight covered archetypes provide ground-truth signal on operational reality requiring new archetype delineation. Update trigger: new archetype synthesis dispatch + cross-archetype matrix refresh.

Trigger 5: Cross-pillar pattern emergence

Operator feedback surfaces a procurement pattern crossing multiple pillars not currently captured in cross-archetype synthesis. Update trigger: cross-pillar synthesis dispatch.

Phase 5 forward production roadmap

Phase 5 production is feedback-driven; the specific dispatch sequence depends on accumulated operator feedback signal. The expected initial Phase 5 production set includes:

  • Phase 5 vendor evidence library refresh cycles - per-pillar batched refreshes covering vendor evidence library entry updates as M&A activity and operator feedback accumulates. Expected first refresh cycle 2027 H1 covering H2 2026 KYC consolidation outcomes + other accumulated vendor positioning shifts.
